Blackwell Forest Preserve Water Main Extension

Project History
In 2007 The Forest Preserve District of DuPage County adopted a Blackwell Campus consolidation plan that identified existing and proposed maintenance facility operations and buildings along Mack Road. As part of this plan a municipal water source is required to meet proposed fire protection needs for the campus facilities. In addition a municipal water source is anticipated to reduce long-term operations and equipment costs by eliminating the need to maintain and test multiple private water supply wells, pressure tanks, storage tanks, and pumps necessary to supply potable water to individual buildings within the plan.

In 2014 the Board of Commissioners directed staff to pursue municipal water options for the site. After reviewing options through the city of West Chicago and Warrenville, it was determined that pursuing water through Warrenville would be more environmentally responsible and cost effective and would help Warrenville complete a looped main along Williams and Mack Roads, improving water service for local residents.

Project Overview
The project will involve constructing approximately 1.25 miles of water main from the City of Warrenville along Williams Road, from Iroquois Court north to Mack Road, and then heading west and south along the Native Plant Nursery until connecting at Forestview Drive. The work will require coordination with both the city of Warrenville and the Winfield Township Road District. The water main will be constructed mainly along roadways to minimize disturbances to natural areas and will be directionally drilled along residential sections along Williams Road. Upon completion and acceptance of the project the city of Warrenville will operate and maintain the water main.

Project Funding
The District has allocated approximately $1,760,000 in yearly appropriated Construction and Development Funds to cover all costs associated with the design, permitting, and construction of the water main extension.

Current Status
Agreements to provide water to the Blackwell Forest Preserve Maintenance Campus were approved by the city of Warrenville and Forest Preserve District of DuPage County on January 18, 2016. The District has entered into a contract with Knight E/A Inc. to design, permit, and administer construction of the water main. The project is currently in the design phase with construction anticipated to begin mid- to late-summer 2016. Completion expected by late fall 2016.
